In 2020, the Council of Europe published an updated version of the Common European Framework of Reference for Languages (CEFR). While the CEFR 2020 still contains the original scales from the 2001 version, it also introduces many new scales to reinforce the idea that language serves a vital social function: language enables us to accomplish tasks, share knowledge, achieve goals, and reach shared results. In this process, we draw on all our resources: cognitive, emotional, linguistic, and cultural.
This presentation aims to provide an overview of the core principles behind the CEFR, and to illustrate how language awareness, cultural awareness and language skills are interrelated, together determining the success of communication. It reflects on the importance of action and agency in the language learning process, helping to address the question of why learning languages is essential and how they contribute to participation in society – especially in today’s context.
Daniela Fasoglio is a senior curriculum developer and modern language expert at the Dutch Institute for Curriculum Development (SLO). She oversees foreign language curriculum reforms in Dutch upper secondary education and has coordinated various dissemination and implementation activities. Her expertise includes curriculum analysis, design and evaluation, as well as development and implementation processes. Since 2018, she has been a member of the CEFR and language policy expert group at the Council of Europe, where she co-edited a series of case studies on the use of the CEFR (2022), and recently co-authored a Guide to action-oriented, plurilingual and intercultural education. In the Netherlands, she has also coordinated the design of a CEFR portal for language education and the development of interactive digital tools to use the CEFR descriptors effectively.
